Why can't I rotate my main Today screen with hardware button?
If I open file explorer, or Settings or anything else, then Button 1 which is mapped to Rotate Screen will work. But on the main Today screen it doesn't.

Is this normal?

Um ... No. That's not normal.

What plugins (if any) do you have on the today screen?

None...I did do a system restore recently, maybe it didn't restore properly? Although everything else seems normal...
