It probably seems like a matter of semantics but having 0's in the IP address isn't so much 'part of the problem' as it is evidence that there is a problem.
When you turn on WiFi when you are in range of a wireless network, you should get a popup on the screen indicating a new network was found and asking you if it connects to The Internet or Work. I normally recommend people select 'Work' (think of it as Network, not your place of employment) and then tap the 'Connect' button. If the network is 'open,' it should connect and obtain the IP. Many hotspot networks also require you to agree to their terms of use which you reach by opening the web browser.
