I guess I am not sure what it is used for and can I delete it since I dont use it? maybe delete from my pda but copy the file somewhere? should I use it? I use wireless all the time.

As far as I know, this is in your ROM and you will not be able to delete it.

It is used w/ WIFI networking and authentication/protocols (Cisko's LEAP, for example).
