Not true!
You can't overclock a 400Mhz processor to that speed...Not 4 times the speed (or 400%)
Take a original Pc - you can overclock it, but only so much!
Try to overclock a P4 3000Mhz (3Ghz) 400% to 12000Mhz (12Ghz)
I can't be done...

From site:
Advanced XScaleCtrl is almost identical to the standard XScaleCtrl except that the L (Crystal Frequency to Memory Frequency Multiplier), M (Memory Frequency to Run Mode Frequency Multiplier) and N (Run Mode Frequency to Turbo Mode Frequency Multiplier) values can be changed to find the optimal settings for your device.

These L,M and N value are only on paper. It does not mean that it will do it. I mean theoretically, if I put large enough tires in circumference on my car that one revolution could be 200% larger than my original tires, does that mean I can go 2x as fast? Its on paper only.

If you click on the left of that web page, you will find the program (XScaleCtrl)where you can go from 100 MHz to 500 MHz max. Mem. goes to 117MHz or thereabouts on the turbo version I think.
