There are two programs that I know of, but both cost.

http://www.golfwits.com/

http://www.intelligolf.com/

I use Intelligolf and like it very much. You can download course info for many courses off their website or put it in yourself and save it for future rounds. It keeps your handicap, and several other statistics such as Greens in Regulation, pars, birdies, etc.

I would recomend it highly.

Starcaddy

It's not free, but Starcaddy.com has a good program that works with gps or not. Also, it tracks match or stroke play score with handicap.

Intelligolf:

I believe that the par version is for pc only. You have to bring home the scorecard and enter it in at home.

The Birdie version is the one for the pocket pc. It allows you to keep score on your PDA and then sync it to your pc later so you can either leave the round on your PDA or move it to the pc.
