Windows CE vs. Windows mobile 2003
I have a Dell Axim with mobile 2003 and I found a e-book on how to program windows CE and I wondered if it can work on my ppc with mobile 2003. Any advice would be appriciated!

Yes. Windows Mobile 2003 runs on top of Windows CE, so it'll work (Windows CE.net 4.0). Some controls and menus and such won't line up properly if you compile your app just for Windows CE though.

Take a look in the Developers area. There's thread on where to download compilers for WinCE/PPC/WM2003.
