Okay. Now I have done this. But I don't know if it works for other Axims.
I started with a French Dell Axim X5 BASIC ROM A03 PPC2002 (bought April 2003). I was told repeatedly that I could NOT change the language. Well, I believed them...until a few weeks ago, when I realized I couldn't use Skype (
www.skype.com) with PPC2002. So I contemplated an upgrade to WM2003, and a LANGUAGE CHANGE.
I got the WM2003 package in English. To force the change, I ROM flashed the Axim from my CF card using the method described here:

It worked like a charm. I upgraded my system to WM2003 AND changed the language to English. It is quite amazing, since the Dell site is clear - you CAN'T do this! It seems, THEORETICALLY, that you can only change the language if you UPGRADE the system to WM2003. But that is not even theory; it is speculation.
I started with ROM A03, PPC2002. Basically you load the IMG file onto the CF card and hard reset the Axim. Remember to back stuff up before. It doesn't work on a SD card. Check this link:

I don't know what risks are involved, like if you fry it forever or something, but obviously I took that risk and it worked out fine. So far.
