As you probably know, the Axim never really turns off ... it just disables the screen and causes processes to go dormant. The RAM still contains the OS ready to go, and any apps you have "running" will still be there when you wake it up again ... and start driving the display with them again.
For example, if you start a game of minesweeper, the clock counts down while you have the app open, but if you return to the Today screen, it stops ticking away while minimized. It is still loaded in RAM and ready to resume when you switch to it.
Anything that happens that requires an active system to deal with it ... like removing a memory card, or docking to the PC, will wake up the device to adapt to the change.
When you are charging, is it just the AC power cord, or is it in the cradle connected to the PC?
Are your memory cards properly inserted? If there was a loose connection to an SD or CF card, or a problem there, it would wake up every time it sees a change occur.
Other than the unit trying to sync, or a notification (which you would have seen) I don't know what else will wake it up. It's not really normal if it's just laying there charging ... at least my 400 does not turn on unless just removed from sync, or the rumored status check at midnight.
