Is there any way to contribute from outside the USA? When I clicked on PayPal at the bottom of the page, it only accepts USA costumers.

I've had no problems using PayPal to donate from Canada, but the donations are in $US. Is that what you mean?

Or maybe it's because PayPal may have banned payments from Uganda? If so, you can thank some of your countrymen for too much on-line fraud
