Cannot load application program

I have a AXIM x50v PDA with ArcPad 7.0.1 (from ESRI) installed. When I went back to reload parts of the application from the PC desktop versions using ESRI software, I got the error enclosed in the attachment: Error in Windows CE setup files.

Is my problem with routines on the PDA or the PC? The Windows Mobile 2003 Second Edition I'm running was installed on the PDA before I got it - what do I do?
I can reload ArcPad if I have to - but would like to know what the error means.
