deleted program still in add/remove program

i am deleting a program and it still is in the add/remove program
i have delted all the files so that is not the problem and when i hit delete it doesnt do anything. but the program is still listed there. tried soft reset and they are still there. it looks like the program is not in the pda but how can i be sure

or (1)re-install the application. (2)Go to the Running Programs applet in the memory settings control panel and make sure the program is not running; if it is a Today plugin, instead uncheck it from the Today Items applet (3) unintstall

Manually deleting files does not an uninstall make. Did you get rid of all the registry entrie, shortcuts, startup entries etc. It's best to use either Add/Remove programs in Activesync or Remove Programs on your device. But even that won't guarantee everything is gone. Some programs require a soft reset after removing them and another run with remove programs. Developers usually put that info in their readme file.
