Yes, the email was only addressed to me, but she refers to the policy below. If it is a policy, then it is not only a one time decision. Referring to a one time decision as 'policy' would be a very bad business practice.
Also, it uses the verbage 'SENA CUSTOMER
S'. If they were referring to me and only me, it would have read, 'this customer'.
