I tested the car plug and I know it does supply power since I can use my cell phone car charger in it. But when I use my Arkon powered PDA mount, it does not power my PDA nor does it power the built-in speaker. I see the red light on Arkon powered PDA mount itself light up, but my PDA does not charge when on and off nor does the built-in speaker play sound. When I unplug the speaker cable, sound comes out of my PDA. Anyone have any idea what is up?

Well could you have the wrong Arkon? Looks like they have 2 models for the x51v and the rest are for other Axims.

Looks like the difference between the CM720 and CM721-NA is that one comes with Navi software. But both say they are compatible with x51v if you look at the bottom of each description.
