The charger probably is rated at 5V, 600 or less mA. The Axim takes 5.5v, at least 850 mA, maybe more if the battery is low. The blinking comes because when the current draws on the unit, it can't hold the voltage, so it drops below 5, the Ax refuses it, reverts to battery (where, presumably, you have the screen brightness lower), the charger recovers because no current is flowing, the voltage goes above 5 again, the Ax sees it and starts to use it, the current draw drops the voltage again, etc, etc, etc. Dell's car chargers all provide a minimum of 5.5v, 850mA, so they don't have the problem (and they do cost more than on ebay because of that).
