Its a high end device that has a HUGE current draw. This is not really Dells fault if you want high end you end up using a lot of power its that simple. The third party companys SHOULD have figured out just how much power this device can pull before they started to make cables. I did all the power consumption tests they would needed to have done using parts out of my closet sure it took a few hours total but most of that time was not setup work it was just how long it takes to charge the unit as I wanted full charge curves. Total maybe 4 hours of setup time. I do question if they mapped the pinout on the axim correctly which might have been part of the problem. The companys might not have noticed there are two power pins. If they did I have to question why they did not notice some of the wall plugs and car adapters are going to have problems.
Actually the Dell design using two power pins on the connector is a very good design. It has a low power charge pin and a high power pin. The low power pin is only used if the unit is off as the unit is capable of using more power then the USB port is rated to provide. The high power pin will charge the unit when it is on or off. The unit without even charging can pull over 500mA and can go OVER 1.5 Amps when charging and with the unit on.
USB ports are rated for 500mA according to specs most ports can provide more power then this. The problem is the few motherboards that can not handle the power draw. This SHOULD have been considered when making the sync and charge cables and was taken into account when Dell made all of its sync cables. Thats why the Dell cables only charge when the unit is off.
Now about this whole cable problem. These companys need to get the specs correct on the cables. If its setup to sync and charge at the same time then it needs to say so and have a warning on the page about possible damage to USB ports. If its setup to only charge when off it needs to say that on the page. At least the page has the correct (I think) description right now.
