general rule with electronics, is if its warm its ok. if it gets hot then your in trouble.
as for the charger, yes it can damage your unit if its not outputting the proper voltage. it should match the output of the original charger to be on the safe side (even though you can get away with it being off a little). Also, the charger could be defective and not be putting out what it says it is, which can be easily checked with a multimeter. however, most electronics have some sort of protection on their power input so you should be safe, but this can't be garenteed.
