When I travel I want to bring along my movie files with me. I don't want to bring a laptop but I'm willing to bring along an external USB 200GB hard drive.
I know the Axim doesn't have USB host, so it won't be able to use the drive directly. However if the drive has an SD reader, I could simply transfer the movie I am going to watch to my 1Gb card.
Such a beast does exist. For instance, there's the XS Drive 2 XL. It's a bit expensive, but it should work. I think there are other similar products out there, but their name escapes me right now.

The XS Drive just copies digital photos off a camera's memory card to free up space. You can't copy files from it to the card. I don't believe there are any portable hard drives which let you copy files to a memory card. To do that, the hard drive would nearly need to be a computer itself. For that kind of price range, you might want to look into one of the Portable Media Centers that Microsoft has been pushing.
I said the enclosure was cheap, not the rest of it.
And yeah, I would agree, it's not the best way to do things, but in the absence of a proper pda with USB host, that would be the simplest way to do what he wanted, if not the cheapest.
