Pocket Power Bank USB Power Recharger

I purchase a Pocket Power Bank off the Semson's website (http://www.semsons.com/pocpowban.html), and I'm using it with a set of Panasonic 2300mAh NiMH batteries. The problem I'm having is that sometimes it charges my Axim x50v and sometimes it doesn't. I've tried it with the Axim powered on and off, with the Axim battery mostly charged (80%), moderately discharged (50%), and mostly discharged (20%). The NiMH batteries are always fully charged, and I've tried swapping them out, too. I have a backup battery for the Axim, and I've tried using it. I can't discern a pattern for when the charging will work and when it won't. Can anyone shed any light on this recharging phenomenon?

According to your site, the discharge current is 300mAh, i believe the Axim requires something like ~500mAh to charge. USB Cannot supply enough power to charge the Axim while it is powered on, while it is off it should be charging it just fine, I wouldnt see why it wouldn't be a stable charge when the axim is off.

Instead of USB, i created something that was just pluged into the power plug adaptor.
