Using SQLServerCE w/o SQL Server

I am trying to use Visual Studio 2003 with VB.net to write applications using a database, namely Access. I use Access now and understand that Microsoft is steering everyone to SQL server CE. I have no interest in investing in a SQL Server 2003 or Exchange Server in order to write programs for my PPC. Question, do I need to get the server just to write programs for the PPC in VB. I have no need to sync with my desktop. Are there any good informative sites or books to help with SQLServerCE in Vb.net? TXS
