If you suspect a DNS issue, check these items...they are often missed when setting up Windows Server 2003.
1. Configure forwarders for your DNS. Technically not required, becuase Windows *can* query all root DNS servers itself...just chances are that your ISP has bought some pretty high-end (fast) equipment to do its DNS hosting on -- take advantage of it...you are paying for it afterall...
2. Configure DHCP to point all clients to your Windows DNS server for name resolution, not your ISP DNS.
3. Make sure your Windows server is properly registered in its own DNS server. This is an easy one to miss...
