No there is no OzVGA in this cab. But I'm sure you can use OzVGA if you want to. If I remember correctly it is just a front end to allow you to make registry changes.
This cab just copies the dll's to the windows directory and then makes a few registry changes to put the x51v into TrueVGA mode, change a few registry settings to make fonts and scroll bars the size I like. Here is full list of registry changes it makes:

So as you can see nothing fancy happening in this cab, just taking the manual copying out of the equation and making a few registry edits along the way.
