The new interface in WM5 is somewhat configurable, but you aren't going to get the old WM2003 functionality without some 3rd party apps. You can change the Calendar and Contacts buttons to other functions (there's a couple different threads here on that), but since the buttons just run programs you can't make one be "New".
The icon area you mention is more of a system tray, showing status and providing some shortcuts to settings screens. Certain apps you install will add more icons there, but it isn't meant to be a launcher. Once again you will need a 3rd party app to add something like that to the today screen.
