You can do some basic detection just using the BT software that comes on your PDA. As for making groups, I'm sure that there are PAN software packages that can do this, but it would have to be installed on all the PDA's that were going to be a part of the network, otherwise it's just Bluejacking. Range is impossible to determine accurately since the signal can be weakened by radio interference and surrounding objects.
