as stated before, the reason for this is because it's not drawing enough power. for me, this is because on external power, my default brightness settings are to make it 100%. bring your brightness down to about 50% on external power source, and the flickering should go away.

this worked for me!

I have the same problem and simply leave the unit off when charging via usb, but have also noticed something else interesting. If my battery gets below 80 % then I can't activesync connect using usb, I have to let it charge up and then I can connect.
