Microsoft .NET Compact Framework

I've a Dell X51V and downloaded this program. After I installed it and try to run it, there is an erro saying this application requires a newer version of Microsoft .NET Compact Framework than the version installed on this device.

Could anyone help me how to install a newer version of .NET Compact Framework?
