freeware for syncing contact subfolders?
does it exist, or do i have to get pocket mirror?

Try mighty sync or mob sync. I don't know if they work in subfolders, but they do work in folders that aren't "my documents" folders. However, I'm not sure they'll do what you want, but at least take a look at them. From what I understand there's no freeware for contacts and the 2 I gave you are for documents.

Is there any software that I can pay for that will allow me to sync subfolders from outlook?

Pocket Mirror will probably sync Outlook subfolders:

PocketMirror Professional for Windows Mobile > Outlook Synchronization for Windows Mobile / Pocket PC devices

(Mighty Sync does not sync Outlook data)
