I seem to recall a thread here which described how to hack an english ROM image into another language. Germish? Can't recall which. Try searching for "language" and "ROM".

Actually I'm brazilian and didn't have any troubles to use any of these characters and my X50v also came from USA. Did you modified the Regional Settings under Start > Settings > System to Spanish (Argentina)?
Try this and your problems will, most likely, be solved. In my case changing it to Portuguese (Brazil) did the trick, though it will only allow you to use the characters you need, it won't change the language of your OS.
Oh! By the way I hope you enjoy when Brazil wins its sixth World Cup title! Hehehe!
Regards!

Acctually soccer is not my kind of game either, my thing is mountain bike but I think Brazil is the only country who was present on all editions of the world cup.
I hope I'll be too busy watching the UCI's World Cup here in Brazil (again yeah!) to pay attention to the FIFA's World Cup.
