Most things coming from my Axim are non-emergencies; the phone is another story... what if my wife wants to know what to make for dinner and I don't have wifi? ;)
I drive myself to work and there is no wifi signal on the 401. In case I get into an accident or a compromising situation, the cell phone can save my life, the axim can't. I love my PDAs much much more than I do my phone, but I am not blind to see that a cell phone is more important than PDAs when it comes to these situations.
normally I take both since I recently got the Moto V3C RAZR which is convieniently slim enough even with it's hard shell case.
recently I started working down at the Docks and it gets hot there so I just started leaving the axim at home. It's getting too hot to have to carry it in my pants pockets with my cars keys, cell, and other various things I need throughout the day. The Axim in the magnesium case gets heavy during a 14 hour shift.

I leave my ax behind, whenever I'm just popping out for dinner or the supermarket. Or when I go to some really crowded places like sales with my gf where I've met pickpockets before. My cell is with me all the time when I'm out cuz you never know when people need to contact you urgently or you need to call out for help. Plus, the cell is cheaper to replace!
Unfortunately being a teenager most of the time I have to leave the Axim behind, especially at school, where there is the chance of theft and other various possibilities. Sometimes I forget my cell phone on purpose though and take my ax just so I have something to do during study hall. (of course the teacher doesn't know, shes half blind)
There are times when you it is impossible to sling around your Axim and your cell phone for whatever reasons. Hence, you end up having to leave one behind.
Which do you leave behind?
Well for me I leave my cell phone as it is of much less use to me.
Generally I take a duffel bag with me that has both my Axim and the phone in it. However - if push actually comes to shove (like I choose which of the two items to go in my pocket when I go running to the store) - the phone goes in the pocket. The Ax is with me practically all the time - but I can live without it for, at least, short bursts!
At this point I'm not interested in the "converged" devices as yet. Verizon has a PPC/Phone. The screen is excellent, but just a tad small and I don't need a built-in camera. It's going to take a heck of a converged device to get me to use something besides a PPC for what I use it for.
