I bet these people changed format of how resources are stored.
None of resource viewers displays more than 1 or 2 icons for any file under \Windows directory. First icon is typically program icon showing as in File Explorer.

Are you sure? The icons may be indexed higher than you are looking. I can't imagine the them not being in the cpl file.

I checked up to 65535 index, maybe these morons use 4 bytes for index now ?
But I do not have viewer that goes beyond and my trial version of V Studio ended so I cannot modify Icon Viewer source and recompile.
