Change layout of soft keyboard

Hey folks,

I am looking for a way to change the keyboard layout of my X51v A12 english to german. I want to keep the english OS and just use a german keyboard layout.
I found instructions on how to do it, but they don't work for me. Keyboard just stay on en-US. Here are the instructions that I followed:

1. HKCU >> ControlPanel >> Keybd
create string named Locale and put 4-digit code of your keyboard (my german wizard with WM6.0 WWE ROM uses 0407)

2. HKCU >> keyboard layout >> Preload >> 1 >> Default
change value of last 4 digits to your code (in my case, I changed e0010409 to e0010407)

3. HKCU >> keyboard layout >> Preload >> Default
change value of last 4 digits to your code (in my case, I changed e0010409 to e0010407)

4. exit registry editor and continue to operate your device for few minutes. After that, softreset. Caution: sometimes your wizard "forgets" to write modifications to your registry, so repeat this procedure 'till it works.

I know they are talking about WM6 in the first place, but there are also WM5 users who report that it worked.

Is there anything that I am missing? Or is the english A12 rom maybe just missing other language keyboard layouts?
