OK. So I even though I applied all the PC and PPC patches my Axim clock was off by an hour every time I synced as were all my appointments. I got tired of this and decided to fight back.
Apparently the DST information is stored in a dll file that writes to the registry. See here for more information:

I was ready to try and modify the settings manually based on the value of the registry keys on my PC but before going that route I Googled around and I think I found a better solution. Here's what I did:
1. Download the latest version of CityTime from here:
http://www.codecity.net/prodctppc.htm
2. Install on your PPC
3. Disconnect the PPC from your PC
3. Now connect your Axim to WiFi
4. Set up the software for your city location
5. Go to View->Time & Location
6. Hit the sync button and syncronize with the time.windows.com server
That's all. My clock and appointments were fine after the sync and they remained fine after syncing with my laptop. I'm assuming that the software is writting the corrected values to the registry and it seems to work better than the MS patch, at least in my case. I'm not certain that you need to sync via WiFi. It might also work if the PPC is connected to your PC but this is the way I did it and it worked for me.
