axim x51v -> hp4700? (not a flame)

I've been using an axim 51v for a while now.. just picked up a cheap hp 4700 off ebay fairly inexpensively.
ALthough the x51v is a far superior day-to-day device, I really am enamored with the screen size+quality of the hp. It's layout, and even the touch-pad, when in landscape mode, makes it ideal as an in-car computer, for music, video, and gps.
Although the axim still is the best device, imho, as a workhorse handheld..

MY question..
Although the screen on the hp is great, it seems to run slower than the axim using exactly the same softaware (and wm5). I installed xcpuscalar, but it tops out at 663mhz on the hp, while on the axim it goes to 728 mhz.
Why the discrepancy? Don't these two devices use the same processor?

There were quality differences with the processor on the HX4700. Some were capable of being safely pushed faster, others were not.

And xcpuscalar is capable of detecting it?
I'm not saying I can select it and it crashes... but 724mhz isn't even an option.
seems weird.
