It changes on my X51v with A12 (to Turn on flight mode). It also changes when you turn WiFi or BT on via their software drivers or the hardware button. In effect it acts like the hardware button except reverses the 'on/off' labels - when flight mode is on, all wireless is off; when either WiFi, BT, or both are on, flight mode is Off.

I think mine is broke...
Mine's the same way. I thought it was from the widcomm bt stack. It seems I recall it toggling properly before I installed the stack but I could be wrong.

Mine will not change from turn off flight mode period. Even with bt/wifi off. The amusing thing is why does bt & wifi work fine if flight mode is supposedly on?

Not true (on mine). As I stated above, flight mode works exactly like the hardware button. When either wireless adapter (or both) are on, flight mode (through the top icon) is reported to be 'Off;' when both wireless are off, flight mode is listed as 'On.' Using the top icon allows you to toggle the last wireless that was active, just like the hardware button. This has been true with every ROM I've used (A01, A03 (or was it A04?), A06 and A12).
The BT stack may be a possible reason for it not working on some devices (as mentioned by Mako230) since I've never needed to use it.

On X51V with WM6 (Yep, I've switched to the dark side). Here's what I see since I spent a little more time just looking at this:
This is how it is operating on my X51V with WM6 (A03-Preview) ... I don't believe the native WM6 ROM has the widcomm bt stack:
After a "Soft Reset", When both WiFi and BT are off => Flight mode is I guess on since the bubble asks "Turn off flight mode". Under these conditions:
Turn OFF Flight Mode Selected => BT turns ON
Turn ON Fiight MODE => BT turns OFF
If WiFi is enabled, and Flight mode is ON, bubble question will not toggle. Period. (It always says "Turn off flight mode").
If WiFI is disabled with "Turn off flight mode"), Flight mode will Toggle:
Turn OFF Flight Mode => Bluetooth turns ON
Turn ON Flight MODE => Bluetooth turns OFF
Here's where it gets interesting:
If Flight mode is OFF (bubble says "Turn on flight mode") AND Wifi is then enabled:
Turn ON Flight MODE => BOTH WiFi & BT turn OFF
Turn OFF Flight MODE => BOTH WiFi & BT turn ON
I'm getting a headache on the logic of this.
I suppose I could go back to WM5 A12 and see if it does the same thing, but frankly, this entire "flight mode" option is useless. I suspect that if a flight attendant saw you with your PPC in use when "all electronics must be off", you will have a hard time explaining that you have your device in a mode that is "OK". By the time you explain it to her/him you'll probably be at crusing altitude and can then use it normally.
I just got an hx2495b. With BT and WiFi both off the Flight-Mode dialog has the option "Turn off flight mode" which does nothing when you tap it. Probably a bug in the applet. I doubt anything is broken - just turn the radios on/off as needed and forget that applet.
