BIS (Built-In Storage) is not RAM. It is the remnant of the ROM in which the operating system is installed. Dell provides a utility to allow you to write to the ROM as a part of that operating system. You cannot resize BIS, as it is the remnant and to expand it would mean overwriting the operating system.
Unfortunately, there's no way to move your appointments out of main memory. Do you really need to keep all your old appointments on the device?

I have 3,100 appointments from the past 2 weeks and in the future.
I've searched for duplicates using Outlook Duplicates Remover by Vaita, but i have none.
Can i, at least, define the ratio between program and storage memory without it chaning again every soft reset or other action?
If you've got a memory slider on your device (which is the case with windows mobile 2003se and earlier OS devices), you can change the ratio within limits:

After every soft reset or program use, the slider moves to the middle.
I would like to fix the amount of memory for the storage so i have a permanent amount of program memory.
You cannot do that. The OS will adjust the memory to make sure it has enough program memory, to the limit of the device. At this point the only option I can see is to get the memory upgrade from PPCTechs.
Go back and reread the article I posted, you'll find that you can change this setting so that it won't switch back to the middle after every soft reset.
