Pre-installed programs are embedded into the ROM. The only way is to recompile the ROM without those software.
Even if you were able to somehow move the files. You would also have to change each registry key to match the changed location. A hassle...
Customizations such as cache location, default saves can be changed in Memmaid.

...and even if you were able to move or remove those files, since they are stored in ROM, which is memory that is not accessible to you, you would not gain anything by doing so nor would you see any improvements in performance.
You can, however, install different sound files to use instead of the the default sound files that on the device.

I mean like the “hold stylus down, till menue pops up” beep not just the stuff you can change in the “Sounds & Notifications”
I was just going to delete the original sound and replace it with a new one with the same name, but I can’t delete them.
Basically everything you put on your axim that you didnt save to a memory card went to the ram. This includes programs you installed and stuff you saved to the main memory. Anything that was there when you got your device or when u do a hard reset is in the rom for the most part. Being a x50 user, id recommend a memory card for extra memory. You can install programs onto them, and put anything else on them. With prices so cheap, you can gets GBs of storage for very little $. Then youll never have to worry about low memory.

Programs that are running are "stored" in the RAM. When you close that program, you get RAM back.
Everything you see in the File Explorer is either part of the ROM or your personal files. Removing files within the ROM/personal files would NOT improve your performance.
If you don't get it, think of it as this way. On a PC, removing files on your hard drive would not improve performance. But getting more RAM or quitting other programs would improve performance.
The only way to improve performance is to close out unneeded programs in the RAM or increase your RAM size (PPC Techs can do that).

Since Julie did not respond, I think I can try to answer your question.
1. You need a short .wav (Has to be .wav, not .mp3) file.
2. Transfer that file to \Windows (Directly inside the messy windows folder)
3. Go to Start Menu-->Settings-->"Personal" Tab-->Sounds & Notifications-->"Notifications" tab
4. Select your event
5. Check "Play Sound"
6. Select the new sound's name
7. Press the play button to test if it works.

As of deleting .wav files from the Windows folder, I did not try. I still need those sounds. :)

I was just going to delete the original sound and replace it with a new one with the same name, but I can’t delete them.
There are some things in the Windows folder that are not stored in ROM, but I wouldn't mess around with those files either since you could very well cause some applications to not work properly if you move those files around. If you are really interested in differentiating between the files in RAM and the files in ROM you could install a different file explorer application, like Total Commander, which allows you to view or hide the files in ROM, or you could install the utility application called WIMR (where is my RAM?) to view them.
The only sounds you'll be able to change are those shown in the sounds & notification options. (I found all those other sounds annoying and turned them off a long time ago).

I get it anything that I didn’t put there is in ROM.
While I’m on the subject is it possible to make a paging file in ROM or on an external card?
That’s unfortunate about the sounds; there really are a lot of limitations to WM, I liked my old Russian OS on my Casio it was just like a little desktop PC.
So there’s no way to delete those sound files? It just seems impossible to me that some one hasn’t figured out how to do it.
The equivalent of a paging files would be called a page pool on Windows Mobile.
To use the page pool editor, you would have to reflash the ROM with the edited page pool.
Personally, WM2003SE's default page pool is already fine and optimized.

Be deleting the sounds, I'm not sure what you would achieve... You can just disable them. The tiny .wav files are less than 500kb.

With Total Commander you have the option to view the files stored in the ROM
Nobody claimed that the ROM files could modified :o
But you may be able to create a link pointing directly to the ROM version of the Odyssey Client - if occasionally needed.
In this way you may recover about 2.4 MB of valuable RAM.
I want to delete sounds so I can replace them with other sounds, because there are some sounds that can’t be changed in “Sounds & Notifications”.
You can actually "overwrite" them and make 2003se use your own sounds. Make sure they have the same exact file name and probably a similar bitrate, etc. I put sounds from Windows XP onto my x50 by doing this. I copied the wavs directly from my computer onto my axim and then soft reset. Then when you want the defualt sounds back simply delete yours and soft reset again. This worked fine for me.

I'm confused. I tried to delete them (Doesn't work since it is part of the ROM).
Isn't "overwriting" just deleting and copying with the same file name? By logic, it shouldn't work.
