Resco File Explorer has a registry editing plugin. I highly recommend RFE because it is an excellent file manager, but also has the regedit and ftp plugins.
There is a freeware app called PHM registry editor. I've never used it, but it has gotten some good reviews.

After you've uninstalled the program (via Settings -> Remove Programs), to into the registry and search for the name of the program. Delete all instances of it. Too bad you have to do it manually though.
Before you touch the registry, make sure you do a backup. If all you'd like to do is clean (i.e., not edit), I'd suggest a good cleaner program such as MemMaid.
Yes. Get MemMaid. It's your safest and easiest answer. Resco File Explorer, as already mentioned, is a great program too, but requires some computer savvy.

Mr K is absolutely right. Don't muck about in the Registry unless you are absolutley sure what you are doing and, even then, make sure to do a backup first.
But there is really no need to try to clean the Registry manually. How would you know what to delete? MemMaid will clean the Registry but I think SK Tools is even more throrough. It has Invalid Registry Entry and Invalid Registry Values functions as well as Advanced Clean. Pocket mechanic also has a Registry cleaning function. All these are pretty good.
