FTP on a PPC doesn't require VPN.
Have you tried any other FTP client software? I've used both vxftp (www.cam.com) and Resco's file explorer built-in FTP with zero problems directly.
This was noted on CE commander's website (maybe still a problem?):
Ø FTP code is rewritten (without using winInet) for Pocket PC 2002 to fix the following Pocket PC 2002 bug:
"You cannot access FTP sites (either through IE or through WiniNet) that require username/password. This worked in Pocket PC, and always transmits anonymous now on Pocket PC 2002.”
I'd also double check your router's filters. What brand are you using?

If I VPN into the system that the FTP Server is on (Win 2k Adv Server with TERM SVCs, Webserver, FTP Server, VPN Server) I can FTP directly into it using the VPN IP Gateway address (the Address the Server Assigns to my VPN Connection is .3.3 so I FTP to .3.1 and I connect) with no problems. I can't believe it is the port Forwarding on the router since Web services, Terminal Services, and VPN ports are all forwarded with no issues.
Not that it should matter because FTP works over an Established VPN but I'm using CE File Commander. IF it was File commander, It shouldn't work in either instance.
Any Ideas?
