VGA resource file

Has anybody heard of the little-known resource file that, if renamed to the same as a .exe and put in the same folder, forces that program to run in VGA mode instead of reverting back to QVGA as it normally would?

I know it exists, and have used it before but lost it now. I dont think it is unreasonable to request it here as it is very useful and not very well known!
