Basically the chip takes the load off the cpu of producing a 3d scene as it is a dedicated processor just to calculate what you will view, thus the central processor of the pda is left to do other tasks such as to calculate the artificial intelligence in a game or the physics of the game. so you can have much more life like games and much better performance as each of the two processors does only the job it was made to do. Furthermore, the chip has other enhancements such as the mentioned above acceleration of video playback. What it means to you is that you can set your processor speed at low and play back a video (utilising the chip to decode it) whereas another pda would have to have a higher processor speed. More battery life then!
