I called Verizon, and they actually refered me to T Mobile! I visited a T mobile shop, and they told me it couldn't be done.

get moto E815
and order Broadband Access ($60/month)
then config dial-up
number: 777
username: ??????????@vzw3g.com (? is your mobile phone number)
pwd: qnc
if you'd like to get T-Mobile GPRS/EDGE, it costs $19.99 in addition of your voice plan
get nokia 6230 unlocked or moto V330/V547
use the following info to configure
use bluetooth dialup modem
dial *99#
you don't need to put in username and pwd, but you need to go advanced to add extra dialup string
+cgdcont=1,"IP","wap.voicestream.com"
(there's no enough space to put internet2.voicestream.com, use wap is ok for $19.99 option)
