It might mean that people have stopped sending them back!
OR that Dell has found a way to get them all to work straight out of the box (as mine did), so people don't need to keep returning them for another one.
OR that they are bringing out a new ROM and need to check and verify it on a few devices first.
OR that the message has got around that the X51's are fast and stable, so they don't need to sell off the cheap re-furbs at present.
OR someone updated the web site wrongly!
