I suspect Australia, like much of the world, uses 13 channels for WiFi (in contrast to the 11 used in the U.S.). The Axim sold in the U.S. is limited to the 11 channels.
I'm not sure how many hotspots use the high channels but he will not be able to connect to any that do. On the other hand, it should work fine on the lower channels. If he has a home WiFi router, he should set its channel to 1, 6, or 11 (all other channels overlap one of more of these and can cause interference with the connection. In this regard, I would probably avoid using 11 since channels 12 and 13 would cause interference but not actually be seen by the device, so you may not know if neighbors are using them).
